You are right that a drive does not necessarily have to be ready to function within 3 seconds, but it _should_ at least be able to respond with a "I'm not ready yet, but I'm working on it". That is the "spec", and that is the way that well-designed drives work. Of course, as Dean pointed out, in the world of IDE drives, we're not usually talking well-designed, just designed to support the only significant market that uses IDE drives. Unfortunately, Commodore made a serious mistake in choosing to use the IDE technology in the first place, and you are unfortunately among those paying the price.
