Yes, but, having a signal that meets the technical specs for being a legal
signal in my opinion in no way defines it as "broadcast quality". Look at some
of the videos that are shown on "America's funniest home video's" show. Some of
them were obviously done with poor quality VHS equipment and while the network
got the signal up to legal standards, the visual quality is terrible and I
wouldn't call it broadcast quality, broadcast legal maybe but not up to the
"quality" standard.
