Eet, curious as it may seem to most rational individuals, most people engaged in criminal activities do not want to maximize the group of intended victims. Instead, they want to ensure the death of the particular individual who is the target of the 'hit'. True, there are organizations that show no concern in this direction, but they are the frequent targets of federal probes on crime. Those who engage in such a behavior for a living would not like to draw the attention of the federal eye in their direction. Read pieces about the history of the American Mafia if you doubt this. In such a case, semi-automatic or single-shot sniper weapons would be preferable to automatic weapons any day of the week. A single-shot .50 caliber bullet is more than sufficient to kill any individual. If not from the entry and exit wounds, the hydrostatic shock will do. Else, why the Elephant gun?
