Garry, I'm not sure why this is so hard a concept: They are required to arm themselves after being enrolled by the captain. Seems to me that there are two steps there, first they captain has to enroll them, then they have (are required) to get arms. If they aren't enrolled, then they're not required to be armed….thus it would appear that first, they have to enroll. Don
