How is the drive setup in "Setup"? Type BBsetup or <ctrl><alt><esc> to
check/change cmos values. If floppy is set to 3.5" 720k then that is all you
will get out of it (similer problem if you have 5.25" drive set to lo-density).
Set to HD if it is wrong. I use the internal HD 3.5" floppy in my 4000 with the
A2386sx/25 board and it writes OK.
OTOH it could be your floppy drive is broken or sensor for HD operation is
dirty or hung-up.
