John,
I suggest bumping up your budget, at least if you're hoping to run MAX.
64M memory and a PVR (I wouldn't suggest a PAR in this instance) would blow
half your budget, plus you'd need a fast Pentium, good display card & high-res
monitor, hard disk (system & for PVR), etc.
