Most likely cause, once you mentioned storm, is one or both of the CIA chips.
If swapping them makes the drive behave, then that is the trick. If they both
got fried, you may have to try one from another Amiga or buy one to test.
They're not very expensive and seem to act as surge suppressors whenever
electrical storms come around.
