PMJI, but I vaguely recall the author of the nifty Amiga authoring
tool Helm mentioning that he is wrapping up a Windows version (and
maybe a Mac version, too). Knowing how thorough he is, I suspect
WinHelm (if that's what he calls it) would offer cross-platform
interoperability with Amiga files. Unfortunately, I don't have the
author's name or address handy, but maybe someone else could chime
in.
