Ken, You can get Quicktime Movie Maker for about $95 from Technical Animations (708)-297-1000. I don't know of any other IPAS routines that do this, but if you have Adobe Premiere for Windows, you can import your flics and convert them to Quicktime that way. Also, if your client that develops on the Mac has DeBabelizer (which I imagine most developers would have), then he can convert your flics on the Mac to Quicktime. For me, the jury is still out on the Quicktime Movie Maker. The limited conventions used for compression are not standard (it uses just high, medium and low), rather than the typical Quicktime compressor settings. But heck, its cheap, and if you don't have Premiere than it might be worth it. Also, if you need to render with alpha channels, then I think you'll have to render individual bmp. files, which you can also easily convert to Quicktime movies with the programs mentioned above.
