I'm afraid I can't remember the name of LaserTalk's publisher, but there are others here who have referred to it (in its Mac version) and will probably be able to fill us in. Although this program could be used to do screen proofs of PostScript files, you are right in assuming that this is not its primary purpose. What makes LaserTalk interesting is its use in debugging PostScript programs. You can process PostScript code on a line-by-line basis and see the results as you go. Especially when you are writing your own PostScript code, this is a very powerful capability. I mentioned it in the context of screen proofing because it is the only solution I know of. As far as the screen resolution of the Windows version of LaserTalk, I presume that–like other Windows applications–it generates an image at the resolution of your display. I did see it at Seybold, but didn't look too closely. I own both an IBM PC/AT and a Mac II, and though I use the IBM more than the Mac (and feel much more comfortable with the PC environment), when a program exists for both machines I choose the better one in terms of features, performance, and future outlook. In the case of LaserTalk, that's the Mac version–at least for now.
