OK, I see the problem – Premiere 1.1 will recompress EVERYTHING if you set a
data rate in your output options; just turn off the data rate, and Premiere
will only recompress the changed material – this will substantially fix the
degradation problems you're seeing.
In the end the problem ultimately lies with low datarate MJPEG – data rates of
600k are very very very prone to the quality problems you're experiencing.
