I have not idea why the QuickMail network has the PM9600SA modems set
for 4800 and ASYNCHRONOUS operation only. You will have to ask that
question of the network administrator. But, the init shown in your
message is forcing the PPI modem to function without any of the EC
functions enabled, but with hardware flow control.
With the PM9600SA set as you have indicated, your Supra will indeed
negotiate the 'highest common protocol' and since ALL error control
protocols are disabled by the &Q0 parameter, you would get what you
have described. The modems are apparently doing what they have been
told to do.
I would think that it would be best to to have V.32 connections using
V.42 error control for all the modems in the network. But, there are
probably conditions or variables that neither you nor I are aware of.
It may be there a lots of old standard modems calling in and this
selection was made by the network manager as the 'best compromise.'

1: As I said, all the other modems on this net are PPI 9600SAs.
2: Of all the &Qx modes, should we pick &Q5 and /or &Q9?
3: I don't know whay they picked &Q0, maybe they meant to
set 4: plain Q0, which would make more sense.
