I can't remember the exact procedure, since CGW mistakenly credited me
(indirectly) with the image, when in fact Lior Saar, head programmer of
Pennello, did it.
He used a bubbly looking brush, set the parameters so that it looked like the
bubbles were moving down the image, then rendered the animation out. I'm not
sure what his source and background images were, but Lior uses a lot of
captured video, so it's possible that there's some video in there.
then he used the rendered/brushed images as a bump map on a rectangular plane,
rendered that out with some well placed lights, and viola!
