What you would rather see might work if poverty were random and less frequent. But because the poor are generally concentrated in particular rural regions or urban economic ghettos, the neighbors are usually in the same predicament. I agree that small volunteer welfare agenies can present a more human face to those in need. But with 20% of the US population living in the poverty, they simply can't help all who are in need. The 1,000 points are being overwhelmed by the 40 million poor. Finally, the treatment the poor receive from the State may be less a function of bureacracy, and more a reflection of the dieregard held for the poor by our culture as whole. Gary
