humm…. why not elect officials, mayor, city concil, ect.? then YOU would know WHO is interested and WHO is not? yes/no ? then AFTER this i would put up BIDS for construction of the city. per building or persection of the city., block? the bids would be per time the individual could contribute hours/days? that would be upto the concil? mayor? board of trusties? i for one would give 10 hours per month to construct and give drawings of house/buidings/stores in autocad or 3ds format in 3d of course! I THINK THAT a STRUCTURED envirorment would the best WAY to do this. otherwise what you have here is a free for all and nobody does anything, because nobody know what to do! they need to have purpose / a JOB to do here otherwise where is the supervision? we NEED a LEADER here which is YOU . so ….
