Michael, well, there are certainly a number of GIF–>IFF converters around.
PD, Shareware and Commercial programs.
There are also a number of IFF–>'C' programs (is that what you want to do?
Imbed images in the code directly") around.
Given that GIF isn't a 'native' Amiga format, I don't expect that there are
any GIF–>'C' converters here. Maybe so, but I haven't heard of any. TTFN
