Hi, Martin– I am none too sure a "French politico" would know much about quake safe construction – I have to suspect he was referring to their qualifications for everyday living. Part of the shock to the Kobe residents seems to have been how hard they had tried to make the buildings quake safe yet failed. This makes me more nervous about family and friends back in southern Calif., though I have always figured destruction like Kobe could happen in L.A. –Doug
