I struggled with this over a year ago and you will probably find the problem
is not limited to the rotate command.
My fix was to disable "external cache" in 'setup' or CMOS. The machine took
a very slight performance hit but that was minor compared to lockups. One
more culprit can be 'Shadow Ram' trying to share the same spot in memory.
You may be able to configure 'shadow ram' for another address but the best
bet is to get rid of it. Xenix doesn't need to know you have 4 different
types of memory, if it's on the motherboard Xenix will use it.
