Kobe/Richter?

When I was doing some research about where to buy land in California, I
got the following info from an EMS director and it was also echoed in a few
books:
Sand is the most dangerous place, and landfills are a disaster. I heard
(source not verifiable, just over CNN) that there are lots of landfills in
Kobe, and also lots of sand, since it's seacoast. I was told by the EMS guy
that the path taken by Loma Prieta ran right along the landfills. What happened
with the subsidence in the Marina district was a prime example of what happens
to sandy soils. Light soil and sand under vibration take on the properties of
water.
I was directly advised by EMS that the very best type of soil balance
to have was 85% rocks/boulders – 15% soil. I said to them, "That's pretty
specific!" And they said, "Yes, ma'am, it is, and that's the best advice we
have to give you right now."
So FWTW (is that right, I'm bad at emoticons!), that's what they told
me!
