Don, It's not there on the ROM enhancer kit versions either, where you don't already have the 2.04 speech stuff. The 1.3 speech stuff will work under 2.1, but the 2.04 stuff is MUCH better sounding. The speech stuff was subcontracted by Commodore, so the problem must lie there somewhere… Anyway, yep, you can copy over the 1.3 or 2.04 speech stuff. But if you're buying your first Amiga and it has 2.1 or 3.0, you just won't have the voice synthesizer. 🙁
