PIP is gone as a VCR feature these days. The add-on tuner/PIP box in
the Damark catalog is poorly-constructed and looks very cheap, if
it's the one I've seen.
There are a couple of others that are reputed to be better, including:

The reasons why no company is "jamming a zilling features into one
high-priced VCRs" is that the economy is very bad, people have no
money, and very few people want to spend more than about $300 on a
VCR. I wish it weren't so, but it is. –MFW
