The serial settings jump because above 9600 you want to set DTE speed (speed of transmission between your computer and your modem) higher than the DCE speed (speed between your modem and the remote modem). With the compression these modems do, you can get significantly higher data transfer rates than 28.8. You don't want the modem waiting on the computer to send data.
