I would like to recommend you look into:
DeLorme Mapping's
Street Atlas U.S.A.
Access to city and state maps is quick.
You can throw it up on the screen as a .wmf or .pcx file and
run your weather on top.
And it's inexpensive…under a hundred bucks.
