One of the best ways is to find someone with Softdesk Civil (or
something similar) and the 2D info can be run thru the TIN module to
create a 3D mesh. I presume you have 2D contour lines, if so, set
each contour to its correct elevation in Acad. Data points can also
be used by Softdesk.
Check with your local Autocad group or a university/college if you
don't have access to Civil yourself.
