If you do not have the civil software you can create 3D objects and surfaces in your acad file. Turn circles for poles into tabsurf. turn edges of pavement into rulesurf or 3d poly. 2d ploy can be left as is. Then in addition to saving your file as normal also use file export-DFXout command found on the same pull down as the file save. exit acad, enter 3ds, load file using the .. to climb down the dir tree to your acad file then up to your dwg files change the .3ds search to .dfx and then load the file into 3ds this file can then be used and saved as a 3ds file.
