Daniel, check with Mike Berro (76004,2001) about single-frame
controllers; he's written software to drive 'em. As for the BVU series
decks recording single frames, sure — they use SMPTE time code which
guarantees you'll find the correct frame. The VO series will do single
frames, but they count control track pulses to locate themselves and they
can slip a bit; they're only accurate to about 2-3 frames. Not good at all
for what you'll be doing.
