Of course it's possible to implement PostScript in software, that's what a laser printer's got, right? As for a third party matching what's in the Red Book, why not? PostScript effectively "stood still" for a long time; the amendments to the standard were few and relatively inconsequential. Once I saw MacWorld run a torture test on several PostScript printers; they pointed out bugs in Adobe's own code as well as surprising differences between printers. Adobe's own code sets a standard, but I think it's possible for others to match it.
