The problem I have seen is not just limited to video, I've seen it on flics too. It's usually caused by having thin vertical geometry in front of other geometry when both share similar hue, but different luminance and the camera is approaching or receding from the objects. For example, I had a hi-rise building that was a light tan marble colour, the horizontal and vertical score lines in the building were created by the modeller as geometry and placed just in front of the wall. As the camera approached the building from a distance (playing back the flic) the score-lines flickered on and off as if the renderer wasn't sure if they should be invisible or not from a distance and kept changing it's mind. I know that if the scorelines had been created by a texture map the problem would not have occurred but that was not the case in this instance. I can't be convinced that this is just a NTSC problem since I've seen the same situation causing havoc in renderings to flics, video with fields and without. I'll try and get an example of this.
