The PharLap that comes with 3DS is just the run time DOS extender. This code is
bound to 3DS.EXE. What you need from PharLap is the SDK which includes the
linker, debuger, librarian, and other tools necessary to generate IPAS (and
other programs as well). In the SDK, you get a "non distributable, non binding"
version of the DOS extender run time. You won't need that for IPAS as all the
IPAS routines run inside 3D Studio. Only if you decide to write a standalone
program you would need the run time code.
As to where to find Metaware High C, you can call them direct (408-429.6382).
They had a deal going on a while ago where you could get both compiler and
PharLap SDK for a reasonable price. You can also find both at Programmer's
Paradise (800-445.7899), Programmer's Connection (800-336.1166), and other
places.
