My understanding is that you are free to distribute the arp.library if you
wish (as long as it is one of the "released" versions, rather than a beta-test
version). I think you should reconsider putting it in the ARC file to upload
here, though. Many folks already have the arp.library and would prefer not to
have to download it again. Those that don't have it can download it
separately. Just be sure to put the fact that it requires arp.library clearly
in both the program's documentation (in the arc file) and in the file
description that you set here when you upload it. That way everyone wins.
