Hi Wayne Migraph, out of seattle has several scanners, both hand and flat-bed, b/w-gray and color. I have had ok results w/ their product, a hand scanner and some scanning software, but it was not pro-level stuff. If he is just learning about scanning it should be ok, and even for newsletters it's really good enough.
