Uploading

Yep, sorry about that. In an empty library (hey, we're still REAL new!) only a
sysop can upload. I've placed a file in Library 2 so now you should have no
trouble uploading there.
I'll also be placing files in other public libraries that are currently empty
so others won't run into the same problem.
