It's often not sufficient to _match_ your input res to your output res. What I was implying with this statement was that your video card may not be up to the task. My Illuminator-16 generates S-video of graphic images at maximum resolution of 640X480 of dithered 16-bit colour. That's essentially sub-S-video, and it's sub-VHS unless conditions are just so. I can't even feed it a full-resolution consumer Photo-CD image. So what I should have made clearer is, will you be satisfied with the images your video card will output? 3000X2000 true-color is probably significantly more than it can handle. If it could convert such an image to an analog video signal, your Beta decks would love it, and so would you.
