Bob,
The ANIM format is a bit strange in that it's more CPU-intensive than it
should be. The 15fps barrier you are encountering with ANIMs is common to
any machine with a stock CPU (68000 7MHz), even though the graphics
hardware is capable of operating much more quickly.
You can try to find a more efficient animation file format than ANIM (not
too likely at this point), or upgrade your CPU. I recommend the latter. If
all you need is to get up to about 30fps, then an inexpensive accelerator
like the ICD AdSpeed should do the job nicely, which may be selling at low
as $250 (or lower) mail order.
