Ken, First thing…(this may sound silly)…make sure it's plugged in to the phone line and that it's getting a dial tone. Next, as you tried…set the factory defaults by typing in AT&F and a carriage return. You should get an OK prompt. Now clean out any stored parameters (at least for the moment) by now typing in AT&W and a carriage return. Again…you should see an OK prompt. Now try dialing with an ATDT<phone number>. What do you hear from it's speaker? Do you get a dial tone, and then tones indicating it's dialing? If not…try dialing with pulse rather than tones… ATDP<phone number> and see if you hear the clicking as it pulses the phone line. Oh yea…presuming it's plugged into the phone line…make sure it's plugged into the jack on the back labeled LINE, not the jack labeled PHONE. Don
