Chuck, If they've got a Dual Standard it supports v.32 (which is the
international 9600 standand and what your modem has). When a USR answers
it will try to connect at 9600 using it's protocol, if that fails, it then
tries v.32. Sometimes your modem will timeout waiting for the v.32
handshake. You might check your modem's manual to see if you can increase
the timeout period.
