You can use a Toaster as your switcher, but if you want to do cuts, fades, dissolves, etc. between two pieces of video tape, you're gonna have to have two playback decks and one record deck. You are also gonna need time base correctors for the two playback decks. This begins to run into money. I'm setting up a system to do exactly what you are trying to do, and I have $29,000 to spend and I'm still having a hard time making it happen! The Hi-8 9850 is an as-yet not shipping Hi-8 editing deck. I've been told that it will sell for around 6K, which puts it out of your range. One solution is to do cuts-only editing. This will eliminate one playback deck and one TBC. You can always add these later if your first projects are successful.
