Such an application is extremely simple to devlop in Superbase, which started out with lots of image-handling capabilities, and has become easier to use for development with the Forms Editor. The most basic application would be a standard database with an external field containing the path/filename of the image file. Clicking the camera tool will display the image. From there, you could build a form with a radio button to perform the same command, or even a window to automatically display the scaled image in the form each time the record is opened.
