One of the worst effects I see in this proposal is that it will tend to kill what may become a household necessity in the future. There are not many families in North America who see radio, television, phones, and electricity as luxuries or frills, and I think the day is coming when computer hookups on a worldwide scale will fall into the same category. There are a number of things I can only dream about now that should become commonplace. Things like being able to dial one access number and have gateways to all other services through my primary one, much as you can connect worldwide through the local telephone system. We, as telecommunicators, major networks, even local BBS's, are shaping the future of the medium. To make the cost prohibitively high will mean that only the affluent or corporate customers can participate in the best way to obtain information. I can't see that as a benefit.
