In Action create a single frame action with no movement. To do this you will probably need to perform a simple action then UNDO it so that ACTION recognizes a change, otherwise ACTION will not save. I usually save a SKELETON and MORPH action as NONE. Then in direction use NONE and a frame count to pause a figure in it's default position.
