Jim, Rotating an object as you want is not something to be done through states. This is done in the Action & Stage editors. States are used for somewhat different functions. With states, you can create a default state for the shape of the cube, then deform it and create a deformed state or several states. If you have a hierarchically grouped object, you can save in states the alignment or positions of grouped children in states by clicking on the GROUP box when creating the state. For now, if all you want to do is make your cube rotate, in the Action editor, add the ROTATE2.IFX special effect to the cube object's FX1 timeline, and enter the desired values in the pop-up box. You can alternately do this manually without the use of the effect, but it would require you to set up 3 key-frames. Ultimately the rotate2.ifx is the easiest way to accomplish the rotation.
