The narrator device does not accept English (or any other written language). It only accepts phonemes. If you know what phonemes are to be spoken, you have no need for the translator. You get better results by supplying the phonemes, because the transloator is not perfect. However, if the user is supplying the text, you need to translate it to phonemes, because you don't know in advance what the phonemes will be.
