If you want to get into C++ now and a PC is your only avenue, you should
get either Guidelines or Zortech. Neither MS nor BI have made any
announcements, so a delivery date would be mere speculation at this time.
You'll need the MSC compiler to go along with Guidelines. Zortech stands
alone.
