The firmware (specifically training/retraining) can affect how line noise is
handled. Perhaps more importantly, quality of constructions and components can
affect how much noise gets to the chipset in the first place. I'd generally
avoid ultra-cheap modems unless I knew I was on a clean local loop and making
local calls, or I was on such a tight budget that I'd otherwise have to go with
a slower modem.
