Yes, though the eye is equipped with multiple receptors having peak
sensitivities at different wavelengths; telepathic reception could adopt the
same strategy. However, light is only distinct from other electromagnetic
radiation in that our eyes _can_ perceive it and not other wavelengths, so that
still leaves open the possibility of psychon waves at frequencies our
particular set of receptors is not equipped to handle.
