CW is an _unmodulated_ carrier — and it carries information. the information
is only modulated to the extent that both the transmitting and recieving
parties are aware of a time scale that the carrier's presence is "beaten"
against to get the information out. For example, I send a constant and
unchanging stream of "psychons". This tells you I am alive, which is
information. Said Psychon wave cuts off for five hours every 24 hour period —
said info tells you I'm sleeping. Unless you include on/off as modulation
(which you can, technically, especially if it's happening at any kind of
noticable rate) an unmodulated carrier can indeed carry information. –Ben–
