This self-illuminating material — does it correspond to overdriving the
colors? (ie, setting the RGB values above 1.0)?

Well, now, I remember things as concepts and where to look them up, not as a
tutorial or reference manual so bear with me… but if whomever you are asking
this for is using 2.0+ 3DS they will find the ability to make a material self
illuminating in the Materials Editor, I believe…

A self-illuminating material maintains its color without responding to light or
shadow in the Renderer. As a result, it appears to have luminance.

THanks for the help Craig. I wondered about self illuminating, and tried that.
It certainly improves the brightness, but its not the kind of glow that I want.
One thing that seems to work is to attach some spotlights to the moving object
and tow them along as it moves.
