Disable BIOS shadowing in Setup to get the Gateway to see more than 16 meg.
That will cause a minor slowdown (ROM access vs. RAM access for BIOS) unless
you use QEMM or its equivalent. QEMM shadows the BIOS, so that should take you
right back up to speed.
