You are describing a feature common to many PBX systems, where an employee of a business can call into his office phone system, and use the company's WATS or private lines to make outgoing business calls from home or while traveling for the company. I don't know of any simple device that will do it. One possibility is to use a call diverter. These were common before call forwarding became available. Normally, you would dial the phone number for a particular company after business hours. The diverter in their ofice answers your call, dials the number of the owner or an answering service, and then connects the two lines. If you install a diverter, but _don't_ program a calling number into it, you might be able to pass thru your own touch-tones. Many, or most, diverters dial out before connecting the lines together, but you might find one that does not. Perhaps a COde-a-Phone from around 1980 – 85. Another possibility would be to program just a meaningless tone, such as # or *, after which you would have use of the dial tone. Be aware, however that some telephone companies will give you a recording or busy signalk or some other useless garbage after dialing # or * as a first 'digit'.
