They can even make IBM PC work in PAL.

Prime Image announced a new TBC/Transcoder which they worked on with
NewTek, which allows a full PAL Toaster system. It has finally happened.
The reports so far are that the quality is quite good. I don't have price
or shipping info handy, but I would expect to here quite a bit about it
from NAB next month.
A transcoder – not a prospect I think worthy of NEWTEK or the TOASTER.
There are enormous problems converting PAL to NTSC and back to PAL the
least of which revolve around the number of frames per second.
NTSC uses 30 and PAL only 25. Even the best translators still suffer from
washed out colours and motion jitters.
